The core warning is specific: "There is a real risk that capability development rapidly accelerates beyond our ability to understand or control the resulting systems." The signatories — engineers, researchers, and executives who build these systems daily — are telling their own government that their own industry's trajectory may outpace safety measures.

The letter was coordinated with Right to Warn, an AI safety advocacy group, and comes at a moment when automated AI agents are becoming capable of taking real-world actions with minimal human oversight. Dario Amodei's signature is particularly interesting. Anthropic has positioned itself as the "safety-first" lab, and Amodei has publicly warned about AI risks for years — but signing a letter that effectively asks his own government to slow down his own company's development pipeline is unusual. It may signal that even safety-focused companies feel trapped in a race dynamic they cannot exit alone.

What "Slowing Down" Would Mean in Practice

The letter is careful with its language — it asks for preparedness, not an immediate brake. What would an actual slowdown mechanism look like? The letter points to several possibilities:

  1. Pre-deployment testing requirements — mandatory independent safety evaluations before frontier models reach public or enterprise users. The UK AI Safety Institute already does voluntary testing; the letter suggests this should become mandatory in the U.S.
  2. Compute thresholds — tracking and potentially limiting training runs that exceed certain FLOP thresholds, similar to the reporting requirements in the U.S. executive order from 2023 (which was later rescinded).
  3. International coordination — aligning U.S. policy with frameworks like the EU AI Act and the UK's AI safety regime so that no jurisdiction becomes a regulatory haven for unsafe development.

The letter does not propose specific FLOP thresholds, licensing requirements, or enforcement mechanisms. It is a call to start building those tools — not a finished policy proposal.

Why Employees, Not CEOs, Are Driving This

This is not the first time AI employees have gone public with safety concerns. In 2024, a group of current and former OpenAI and Google DeepMind employees published an open letter warning that the industry's "right to warn" about risks was being suppressed by non-disclosure agreements and internal policies. The new letter builds on that precedent but goes further — it asks the government to step in as a counterweight to corporate incentives.

The dynamic is straightforward: public companies and VC-backed startups are structurally incentivised to ship faster than their competitors. Safety measures slow you down. Only an external actor — a government — can level the playing field and ensure no company is penalised for investing in safety. The letter signatories appear to understand this market failure and are asking the state to correct it.

The European Takeaway

For European businesses and developers, this letter highlights three practical realities:

First, the EU AI Act is not an outlier — it is increasingly looking like the baseline. When 1,100 employees from America's top AI labs ask their own government to build a safety framework, the regulatory direction of travel becomes clear. European companies that have already invested in AI Act compliance are not just meeting local legal requirements; they are preparing for what may become a global standard.

Second, automated AI agents are the flashpoint. The HuggingFace sandbox breach, the references to "automated AI development" in the letter, and Nvidia's security alliance all point to the same concern: AI systems that can write code, interact with APIs, and take actions without human approval. These are exactly the systems that fall under the EU AI Act's high-risk category.

Third, this is a procurement signal.
